I have to firmly oppose any measure that allows people to redirect their skills, even in penalized fashion such as this two-for-one exchange... anything that allows a year old miner to shuffle a few skills around and become a lethal pvper, ugh.

That's basically it. In my line of work I find it sometimes necessary to kill and pod someone in 0.4 whom I am not formally at war with. The sec hits are huge, and with no way to restore security rating other than whoring rats for a solid week...

j0, I swear if you were next to me I'd hit you. What possible justification could you have for going "no, this item shouldn't receive a bonus while most others do" - it's not like nosfers are superweapons.

How about a set of skills that's completely unavailable on the market, isn't recognized by the SCC in much the way meta modules aren't, and drops only from pirates? I mean, pirates can figure out how to bolt a missile launcher to a goddamn Vexor, ...

You're really reaching, mate. More tracking never hurt a gun, no matter how good its base stats are - and no-one would turn down extra falloff range.

How about instead of 5% more tracking, the bonus is reduced to 2.5%? Not nearly as significant as motion prediction, but still a helping hand to the beleaguered projectiles who receive nothing from this skill.
